Extension of benefits

I went to the doctor da 2nd and got 3 prescriptions for sinus is what my diagnosis was. that thursday i wnet to the er they picked up nothing. on friday i got diagnosed with pneumonia again. when i told her i was allergic to a prescription she wrote it anyway lucky it was on the 3 dollar list but my albuterol was $42.62. i told her i needed an extension of benefit an she said 2 things. 1 lie was because she wasnt my pcp she couldn't do it then she said 2. extensions are only for maintenance medicatins not antibiotics. how and why can the doctors just deny me and under what cricumstances and when i do get denied who can i caontact. i have 5 prescritions i have to take every month. also because i am dipolar i am having problems getting the tests i need even a simple blood sugar test for my diabetes, a liver test and a thyroid test how can they just deny me?
